Ten years ago it cost $12,000 per locomotive or box car to do a paint job that will last 20 or 30 years. It has to be more now. You can't simply repaint the tagged area without it looking like a blob of uglyness. You will notice that when a car changes ownership, the initial area is (usually) painted black and then the new initials are painted over it. That costs about $15-25.
