I used to use CorelDRAW and Printshop deluxe for some tasks like this. There is also pre-made certificate paper that has the filigree edging and parchment paper stock found at some of the office supply houses or I suppose Amazon.

Is that what you had in mind, or something different?
My favorite railroad stock certificates feature gauzily clad beauties and neverwas (but fiercely fast/powerful) locomotives.

This side of the equater they are called stock certificates but collecting them is called scripophily.
New-generic looking stock certificates can be found online or maybe a well equiped stationary store, which hardly exists anymore, in quantities of 10-100.
I did not realize that unissued RR stock certificates exist, but they do and are for sale on Ebay. Used ones all have signatures, stamps and dates that would be irrelevant for your needs. This is the only way you are going to get the vignette of the steam engine and maidens.
It's too bad that printer guy left the forum. This could be a whole cottage industry of MR Stock Certificates.
I would find one of those that was amenable to some cut and paste or work with Adobe or Corel so you could change both the name of the railroad, location and the President. Then take it to a place that has a cholce of papers and color copying and get it printed in the quantity you need.

I began doing something similar a few years ago. Visitors to my layout get a comlimentary stock certificate for 100 shares of my New York, Binghamton, and Western Railroad. I tell them it is worth exactly what they paid for it.
All I did was copy a stock certificate for a real railroad and modify it using Photoshop. Probably took me about 10-15 minutes.
