I'll bet copying at 184% is close enough. You're talking about less than the width of a knife blade's difference, which should be good enough.
Another approach in situations like these is to cut a little long, then trim to fit parts with known dimensions.

I'm willing to bet that the dimension on the right side is actually for the heighth of the wall even though it looks like it goes to the middle of the fascia. I think the draftsperson just didn't want the extension line for the 9'-3" dimension to go through the drawing of the station even though it's unclear the way it's drawn.
