i have access to lathe and milling machines only want to build a small scale model

In the past (early 80's I think) Model Railroader ran a series of articles on scratch building a brass loco. You may be able to pick these issues up from Kalmbach. In fact a search of their website gives this:

Not sure if it's the same article I recall from my youth but it looks pretty close.
