Naw! I think that the WM stands for "Waintenance of May". I agree, though, that it looks like a clever kitbash.

I remember seeing these in MR years ago. Who-ever the manufacturer was ( I was going to say AHC ) used the same crane mechanism for both this crane and their actual on the rails version.
It IS legit and not a kitbash. There should be a name of some sort molded into the base of the crane itself.

I've seen this crane on e-bay from time to time. I believe its a pennline or something like that. Penn something or other.

It looks somewhat like the cranes that were used in a local shipyard. Could possibly be used on ship docks too. Seems like a manufactured item, using a railroad crane on a tower.
I have an older AHM crane kit on legs, somewhat larger, and the legs move on rails.

If you are going to kitbash one I would make the base more substantial. It appears to be too flimsy for the beefiness of the crane and boom.
There's a recycling company in my area that uses the W over M monicker on their trucks .... it stands for Waste Management !!!
