After the success of the BLII because it solved many of the vision problems of earlier units and still could pull, unlike a switch engine. It however could not be moved during the manufacturing process it had to built form the ground up in one place, this was time consuming and expensive. EMD called on the recently retired *** Dilworth to redesign the locomotive, his design was the ever-popular GP-7.
