Sorry, but I gotta know.  What's a Chartered mechanical engineer?

I know what a licensed Mechanical Engineer, also known as a professional engineer is, because I is.

"Chartered" is the British Empire equivalent of "Professional" in the United States.  Not much difference in training, authority, liability, or expertise.  Like color or colour.
