Welcome to the forum

The "tether" you mention is most likely the electrical connection between loco and tender (for lighting/tender pickups/sometimes the DCC socket is in the tender). There should be a matching socket in the loco cab somewhere.

Regarding the drawbar, I've not seen one of these locos so can't be of much help. Usually drawbars either rely on a plastic peg hooking into them or the end of the drawbar clipping around a peg - is the end of the drawbar shaped like a "C" or is it a complete loop? if the former, it probably clips on, if the latter, it will be designed to hook over something. Bachmann have a website which might be useful to you at www.bachmanntrains.com - hope this helps!
