I have a Grecom digital radio scanner that I can also use for railroad traffic. It's a several hundred dollar piece of equipment. But it seems that, if you own an iphone (maybe an android, didn't check that) you can down load this..

I have one on my iphone that didn't even cost a dollar. Its called 5-0 radio free. It has railroad, police, fire etc. Obviously I listen to railroads.

Not really the same as a scanner though. In order to work, someone else has to be running a scanner and streaming the feed to the internet, so that the app can play the stream.
