Anyone ever burn a Bachmann DCC GP40? As in smoke show slighly warped radiator fans? Had one go a few days ago, wondering if there have been other experiences. Was running on a DC-only system driven by an MRC Tech 4 at 75% power

Did this occur while the locomotive was moving, or was it stopped due to some mechanical or electrical problem (external to the locomotive)?

Which Tech 4?   Because not all Tech 4s are DC...at least one puts out a max of 17.5 VAC.  (Tech 4 AH600).

Some Tech 4s have a max 23VDC output.  Which should technically be fine, assuming you are in HO scale with a decoder that meets NMRA specifications.  

NMRA S.9.1 says:

"Digital Decoders intended for "N" and smaller scales shall be designed to withstand a DC voltage of at least 24 volts as measured at the track.

Digital Decoders intended for scales larger than "N" shall be designed to withstand a DC voltage of at least 27 volts as measured at the track."

I have seen DC train set power packs put out spikes as high as 28VDC.  I dont use these anymore for testing purposes.  I use a MRC Tech 2 for DC testing of drive trains before decoder install. 

Rapido has had issues with decoders being cooked by certain MRC power packs, and state so in every manual that comes with new locomotives.  

Does the locomotive board have a 8 and a 9pin receptical?  If so, is something plugged into both?

The info you have provided is insufficient to quantify the problem.
