I saw a DCC loco programing fixture on YouTube which sat on the track and had wheels which cradled a locomotive. One could program a loco because the fixture would conduct the signal from the rails to the locomotive. The engine wheels and the fixture wheels turned so one could simulate any DCC function without engine movement.

 I have very limited space and this tool would be excellent for programing. Is anyone aware of this device and where it can be purchased?

It sounds like what you are describing is a model railroad test stand.

Micro Mark online sells them.They sell them for O, On30 and HO scales.

Google micro mark tools. The sell just about any tool required for modelers.

I bought a set some years ago, BUT, a grade is necessary for setting bemf for the different sounds going up and going downhill. Those who count all the rivets like sounds as accurate as possible.

I found the Bachmann roller sets in HO to be very helpful, not so much for programming but for running locomotives to check binding, current draw and lubricating.

If you shop around you might find a lower price, the above is only an example.

Here is how I used them recently to check the running gear of a locomotive.

Bachrus makes a beautiful system, too, if your budget can allow it.
