Different online DCC companies sell this stuff. Ebay also.
Litchfield Station and Tony's Trains are a couple I use. There are many more.
I use #30 stranded wire for decoders and sometimes #44 magnet wire for LED's in tight spaces. LED's draw about 9ma. When using a 1k resistor.
You might consider NMRA colored shrink for solder splicing wires, though I usually use a small piece of Vero board.
Order Kapton tape from them also. Much, much better than gummy electrical tape.
Double sided foam tape is good for mounting decoders sometimes. I get mine form LHS in town and has a red binder, suggested by Litchfield Station. Oh, Local Hardware Store. lol

Just remembered, there are a number of different ways to connect decoders and LED's. Hardwire, six pin, eight pin, nine pin, 21 pin connectors and onboard sound system connections can vary depending on the manufacturer.
Miniatronics sells connectors. for connections between loco and tender as does SoundTraxx.
Some companies sell LED's with the resistor attached. Most, no resistor attached.
Check the different decoder companies and do your homework first before ordering anything.
Right now, no idea of your level of DCC experience.

JST stands for Japan Solderless Terminal but the term has become a catch-all for many types of miniature connectors.
