Is that the manufacturer's spec or did you measure it somewhere on the layout?

Have you ever checked to see how much voltage the MRC puts on the rails? This can be tricky to measure completely accurately without a specific DCC meter, but a multimeter set to AC volts should give you a rough idea if you are getting what you should from the booster.

As I said in my last request I need help programming my DCC decoders, well I’m back but this time I’m ready.
 
I’ll refresh where I’m at.
 
My custom BB Athearn SD40-2 frames re-motored with Mashima motors and sporting Cary E7 cast metal bodies (2½ pounds each) are gutless on DCC!  They have more than enough power operating on a standard MRC 2500 Tech II Power Pack on 12 volts DC using the DCC to DC bypass adapter in the locomotives, as they say “they will pull the paint off the walls” on 12 volts DC.  I have been told by several of you that my problem is incorrect programming.
 
I have purchased the MRC computer interface and loaded the current JMRI software.  My computer is an HP3500 PRO 3.3gb processor 16gb RAM and I’m running Windows 10 PRO.
 
My DCC controller is a MRC Prodigy Advance² 15-16 volts @ 3.5 amps.  Both of my E7s have new MRC 1730 Sound Decoders installed.
 
I have the JMRI software loaded and talking to my Prodigy Controller and the Controller is communicating with the decoders.
 
I also downloaded the MRC software and it works . . . .   The MRC program isn’t easy to manipulate and their operational instructions are terrible.
 
All of my locomotives run fine on DC.  At this point I need to add I have the same problem with decoders from several manufactures, no power.  I’ve never changed the CVs, all my decoders are at factory default.  I have several brands of decoders and all are gutless with the exception of two MRC 1630s and one Soundtraxx TSU 1000 836105 installed in re-motored Rivarossi Cab Forwards.  I have three MRC1730, two Digitrax DH123 & DH126 and one TCS WOW-101 that are gutless.
   
I need some expert help to program my decoders for as Tim Allen said on Home Improvement “More Power”.  I’m asking for some expert help from the forum gurus.
