HO or N? What decoder is in it?

What exactly is happenign here? The way I read it, you are running the Atlas on the address you programmed. You stop it, select a different loco address, and that other loco works fin. Then when you stop it and try to runt he Atlas loco, it no longer responds to the address you previously set it to. Is that correct? What steps are you taking when switching from running one loco to another?

As hinted, it could be a screwy decoder that isn't holding program info (including address)

It's not a normal thing to happen but it does sometimes.

Try programming it in both program mode and ops mode. Maybe the extra uumph in ops mode will help.
