I'm installing a tsu 1000 sound decoder in my Athrean Big Boy. The instructions say to use a 560 ohm resistor 1/4 Walt. I have some 560E 1/4 Walt resistors  that have a 5% Tolerance. can I use them?

provided that these 560E resistors  are just "standard" 5% tolerance resistors, they'll work fine.

Certainly.  The 560E designation is the same as saying 560 Ohms, and 5 Percent tolerance means that it is closer to being exactly 560 Ohms than a 10 percent type.
