Rare M420-TR in my town

Hi all

MLW (Montreal locomotive works) produced only 2 M420-TR locomotives shown here. 

One of those two, the number 26 now serves as recreo-touristic train for the Orford Express in my town along with another rare model: the FL9. 

Beautiful heh? I know Rapido trains will produce the fl9 loco in HO scale. I doubt any manufacturer will produce the rare M420-tr. What model could I possibly use to scratchbuild one, or even kitbash one?

Looks like a MP15 could be a good start.
