I picked up one of my old MR magazines eariler tonight and found another project possibility. (Not that I really need to have more cars for my layout. I already have more cars than I do track. I also have 5 hopper cars waiting for time to finish the paint and to get the needed decals designed and ordered.) As one can tell by the title, I was looking at the "dirty dirt" car as decribed in the September 2013 issue. My question is this: Would these type of cars be appropriate for a mid-70s to early 80s time frame? Any direction to the right type of gondola would also be welcomed as I am not sure as to the proper type.
As usual, any suggestions would be very welcomed.
The mid-70s to early 80s time frame is early for this sort of service, in general. Gas stations being detanked was one big source of such dirt, but that didn't really take off for another 10 years or so. There were some limited cleanups that might have used similar techniques. Back then, only radiation rated such thorough clean-ups -- and they were still trying to ignore that as much as possible. Typically, that service would use a gon with a solid cover, rather than plastic.

Yep, Joe's got it just aboyut right in terms of the startup. Carter signed the CERCLA, which set up the Superfund process, in 1980. It took a few years of legal back and forth, as Reagan's people weren't exactly enthusiasts, but funds started flowing, and the first designations made. Part of this was a requirement to remediate or remove contaaminated soil, where usually you just planted over it and ignored it. That's what led to the demand for transportation and proper disposal/isolation of contaminated soil.
