Kato makes "N" scale Bethgon Coal porters, while Athearn and Walthers make HO ones though the runs are either very limited and/ or very popular as they appear to be sold out.

Well, the entire question is pretty much in the subject line.
I think he'd like to know what roadnames/reporting marks would be appropriate. There's lots of leasing and private owner reporting marks on these types of cars. (Many of the various private marks on these cars are for particular utility companies.)
Unfortunately I don't have any specific knowledge of CP's (or anyone else's) operations in this particular area, so I'm not sure what if any coal is handled on those particular routes.
If you're going for "close enough", Wisconsin Electric (WEPX) might be one good candidate along with some leased cars like CEFX.
