If you're referring to track planning software, you can download Right Track freeware from Atlas at atlasrr.com.  It's not just snap-track, you can pre-form and adjust flextrack.  I've used it to design several layouts in the 12' x 20' size area.

This may not be what your looking for, but I downloaded a free demo of Cadrail 8. Here is a link.

Because it is a demo, there a few limiting factors, but I've found ways to get around them. I hope this helps!

Another option is to download XTrkCad at http://www.sillub.com .The actual download has moved, but you can find it from there.  There is free registration info about halfway down the page, which makes it fully functional.  It does not render 3-D views, but it does allow for elevations.  And the price is right.

I'll cast a vote for XTrkCad. I learned how to use it just so I could post my design here. Within a few hours, I had all the basics I needed to learn down pat. It is maybe more basic than the others, but it showed me what I couldn't do better than my template, grid paper and pencil did.
