The documentation that comes in the box with the Tortoise explains how to do this, but you don't run the Tortoise from DCC, they require DC current. In order to use the Tortoise with DCC, you need a stationary decoder such as the NCE Switch-It. The documentation with the Switch-It decoder also shows how to connect push button switches from a control panel.
