Question: Using the new walthers code 83 turn outs,Do you still have to put insulated rail joints where they belong according to the wiring diagrams in the wiring books?/??

Probably yes. DCC friendly just means that the frog and points are better insulated to prevent electrical shorts from metal wheelsets as they go through the turnout.
