Woodland scenics "smooth it" refuses to harden

Dear friends, I tried using smooth it from woodland scenics and their pavement tape to create road and crossings. I have seen their video on how to sand paper the road and all for weathering. My problem is the smooth it doesn't seems to gain strength, it just softens ESP after applying the WL scneics asphalt topcoat paint...I can't sand without lifting the paint and damaging the smooth it. The problem is worse at crossing. Now I can't sand or clean my tracks without lifting the asphalt color and smooth it. It doesnt seems to harden like the video did into a hard plaster foam thing....rather it seems goo-y inside. How can I fix this problem? Pls help. Kiong

I havent had that problem.  Did you shake the box before mixing with water and carefully measure the right ratio of product to water?
