Rob, we need more infomation of what you're looking for? Is that blue painted area where the mountain will be?
All you need to do, is get some scrap pieces of that blue foam. Cut the foam to size, and shape them with a kitchen knife. Glue them down using some latex caulk.
Once you have the basic shape of the foam, then start you rock molds. Just read the directions. Once you're rock molds are done. Glue them to the foam hills also using latex caulk. Then apply a grey paint wash to the rock molds.
Once the rocks are glued down, then just start placing your grass cover down. You can also use real dirt, just get some from your backyard. Sift it out with a flower sifter in your kitchen. Finally, the last thing is add the pine trees.
I model the rocky mountains also. Here is a shot of my mountain to give you some ideas.

When ever someone mentions the Rockies it sends shivers up my spine. It's my favourite place on earth. Throw in a train and it's even better.
This photo by Mathew Hicks is probably my favourite. I look at it for inspiration. The only trouble is what do you leave out on your model?
I have used foam with some success so you might want to consider that.
Before.
After. Though not quite finished.

the blue painters tape is going to be a wood chip loading area.
The Rockies are probably one of the most photographed places in North America, so get out that Google and go to town. Foam might be better for the many, many steep slopes. And pine trees - EVERYWHERE at least in the part of the Rockies where I live.
