In the past, I've used old broken-off ceiling tile facing the track & observer simulating shale-type rock scenery.  The tile can be spray-painted, or over-molded by sculptamold, etc. -- If you simply keep the painted tile, consider say dark paper, behind the rock-face to prevent any light-leaks coming through to the scenery side.
