I don't use Kato track but by looking at it it seems as if making the surrounding base higher would be the way to go. Try different materials, cork etc, to see what brings your base up to track height.

Yup. LION would cardboard or something to raise the ground to the track level. You can even hide wires under it.

In essence, all the things you'd do at a grade crossing to make the road the same level as the top of the rail, you'd do with the surrounding area. I have seen modern industrial spurs laid this way - with timbers on either side as protection as at a grade crossing but everything around it is all asphalt to the level of the top of the timbers.
