Looks like the hostlers are checking a wheel set out on the car float to make sure everything is OK before the tug takes the load out to its destination on the N Scale Ackerly Division of The Water Level Route.  The car float is a Sylvan Kit with Code 55 Railcraft rail and the tug is scratch built.  The water acrylic paints of varying shades below gloss medium, which has been stippled with a stiff brush to represent slightly windy conditions.  The cars on the float are weathered MicroTrains or Intermountain units with kit-bashed loads.
