Question on Lionel TPC 400 and Williams locomotives

I understand that Williams locomotives start up fast when run by a conventional transformer such as a ZW. I also understand that it is possible to rewire the twin motored diesels to slow them down at start up. I have also heard that one can use a Lionel TPC 400 to control conventional track voltage and that this 128 step speed control will allow the Williams diesels to start much slower without rewiring them. Is this true? What about the single motored steam locomtives? Does this method of control also slow them down?

The tpc family of controls will control the voltage to the track from 0- 18 volts in 128 steps. This will give your Williams engines finer control. Most post war transformer start out at 5 volts which would cause a Williams engine to take off.

You can also wire your Williams dual motor unit in series to help slow them down.
