can I put a ? ohm resistor in the motor circuit to get a williams scale hudson to operate at a higher voltage. In neutral it smokes great. As soon as it gets moving the smoke goes to a trickle.

Get a bridge-rectifier module, like this one:  http://www.radioshack.com/product/index.jsp?productId=2062580&filterName=Type&filterValue=Rectifiers  Connect the + and - terminals together.  Wire the ~ terminals in series with the supply to the motor.  This will drop the motor voltage by about 1 volt; and the drop will not be sensitive to the motor current, as it would be if you used a resistor.  If you need a bigger drop, put another module in series.  If you need less, wire between the +- terminals on the one hand and both ~ terminals on the other hand, instead of wiring between the two ~ terminals.
