Consolidation Issues

I have a Lionel 2007 Consolidation. Whenever I turn power on to my TMCC and its track, RailSounds automatically turns on. When I give it a command (Throttle, Whistle i.e.) nothing happens. If I reset it, it works just fine, but I have to do this every time I want to run it after turning power off.

may be wrong but sometimes you need to address the engine again to get it to accept the commands once power has been off
