282R Crane Problem

I have a 282R crane that was in rough shape when it was purchased. I had to re-wire it based on the diagram from the Olsen's site. It will rotate side to side and the magnet works. I cannot get the hook to go up or down. When I push the middle lever up or down along with the first, the crane still goes side to side. Any suggestions? Is there a chance that I did not wire it properly.

The 282 and 282R cranes have a single solenoid / clutch mechanism that controls whether the motor is turning the cab, or raising/lowering the hook. When the solenoid is not energized, the cab turns. When the solenoid is energized, the hook goes up or down.
You may not have a good connecton to the solenoid, or the solenoid could have a bad ground, or a damaged coil.
I suggest starting out by taking a pair ot test leads, connected to a transformer with about 8-10 volts, and check the coil by touching one lead to the solenoid ground, and the other to the power terminal for the solenoid. It may not pull in all the way at 8 volts, but it should move, and you should get a small spark. No movement and no spark would indicate either a bad coil or bad ground to me.

It's been a few years since I've played with mine, so I could be way out there. When you throw the lever and it sounds like it wants to catch. There's a clutch/gear that catches and allows the hook to raise or lower. If this is the case, that part may be worn to the point that it won't catch and work. What I did was looking at the parts through a loupe I could see than it was badly worn. I took a jewelers file and filed it to make it catch again. I hope I making sense, as it's hard for me to explain without my crane. Just something to think about.  Whatever you need, good luck.

I am not sure that I have it wired correctly. I am not even sure which is the solenoid ground or power. In my description, there is a thin brass wire coming from under the top plate of the solenoid. I have this wire connected to the motor mounting screw. (wire # 5 on the Olsen's diagram) There is another thin brass wire below what appears to be a plastic washer. The wire is wrapped around a piece of the plastic washer. That wire is connected to wire #3 on the Olsen's diagram. Sorry about the bad description. I hope it makes sense.

 I tried to connect a pair of test leads to both brass wires. Nothing happened. Do I have this wired properly? Which are the power and ground wires on the solenoid? .

Electrical wires are copper, not brass. They may have a brass appearance because they are coated with an insulation that gives them that sort of color. So if you touched your test leads to the "brass", you probably just touched them to the insulation, which will not work. To test the solenoid, you would need to touch one lead to metal frame around the solenoid (cleaan spot), and the other to the solder joint at the end of the thin brass wire coming out from under the top plate.
A wire just wrapped around a plastic washer, with nothing connect to it does seem like it could serve any purpose.
