I have some 154C contactors and I would like to know what the insulation is for on the underneath side of the little clip??  It looks like masking tape or clear film.  If it is gone, can I use electrical black tape?  What is the purpose of this insulation?  Thanks.

It's to keep the two plates from touching the rail.  They are supposed to be connected to the outside rails only through the wheels and axles of the passing train, to light the lamps in a sort of alternating way.  Any sort of insulating tape will probably work.
