Trouble with MTH Railking F59PHI

A friend of mine just got a Proto 2 MTH railking F59PHI.  He only wants to run it in conventional mode because he does not have DCS yet.  The problem is that the engine will not run below 12 volts from the transformer.  When you go below that point it just stops and all the lights go out.  It is just dead at that point.  I tried running it in DCS on my layout and it seemed to start up OK and run some but would also stop the same as it did in conventional at a lower speed.  Could use some advice on this one.  I have'nt run into this kind of problem before.  Someone on the other forum suggested that the wheels might be binding at slow speeds but I don't think the lights would go out even if the wheels were binding would they?  Any help appreciated before he sends this thing back.

I just received mine Friday and it works, not great because I have the new ZW and TMCC for controls so I also have to run mine in conventional. Since the new ZW is a hybrid, I cannot control any of the DCS or conventional sequence controls. Mine does run fine though. I would suggest that you try and let is sit in neutral for some time on the layout to charge the battery. I read this in the owner's manual and I have heard this could mess up the performance, otherwise I would send it back.

Thanks Jeff, I'll let you know if he figures out what it wrong.  I heard on another forum that if the engine is able to come out of neutral then nothing is wrong with the battery.  This engine will come out of neutral by itself.
