Yes, it sounds like the motor could use some lubrication, in most cases the cause of a noisy whistle. Remove the shell, place a couple of drops of oil on the armature shaft. Be careful not to use too much as you don't want oil to get on the brushes. Also on the other side of the whistle housing you will see the impellers. You should be able to find a brass bearing that sits directly behind this part. Using a needle point oiler, lubricate this area with a few drops. Run up the motor distributing the oil around these parts.

I found the problem...the brushplate was screwed on too tight and making the motor work harder than normal. So I loosened the 3 screws and now it works great. Thanks.
