Try Scotch Brite pads or MAAS metal polish. If it's light surface rust, it should come off. If the track is not as advertised, try getting a refund.

Yes, the dremel with a wire wheel will take the coating off the track.

I agree with 3railguy.  Denatured alcohol on the scotchbrite will help remove the carbon build up.

The coating, or tinplating as they call it is supposed to prevent corrosion. However, it didn't in this case and the track was probably stored in a humid enviroment.

You may also try some WD40 on that Scotchbrite.  Then, follow up with the denatured alcohol on a rag for final cleanup.  Don't want to leave the WD40 on the rails afterwards as it would cause slip.  Just a word of caution when using the Fastrack, depending on where it is from and which manufacturer actually made it, there may be slight differences in the trackbed color and structure.  Not really a big deal if you either place different color sections out of sight, or, you can use black paint and do the dry-brush technique for coloring the ballast.  This may not be an issue, like I said, depends on which place actually made it.  There is a Fastrack Yahoo group which you can join, but I won't post the link as lots of folks jumped on someone for doing so.  They have lots of information regarding all things Fastrack.  They even have the guy who designed it on as a poster and he freely shares information.
