Lionel 0-4-0 Georgia Power "Tallulah Falls" engine

I am being offered  the above engine.  Not sure what to pay for it.  It is a nice little switcher that is given as a safety award for employees of Georgia Power.  They are given another piece every year, so this may be a on-going offer to complete the set.

Question is: does anyone have a value for these?  I see one on eBay now going for $81.00, but I want to make sure I give a fair price to encourage further offers of the set.  Any help would be appreciated.
