I am getting the #990 LEGACY Command Set  i am wondering if i can use the TPC 400 with the #990 LEGACY Command Set or do i need the LEGACY #996 POWERMASTER BRIDGE i am new to the legacy command set please explain how to wire it to the my layout using the TPC 400

Someone by the name of Lionel has already explained how to set up Legacy, so I'll defer to them:

For a new comer to the TMCC realm setting these systems up without help of someone who is knowledgable can be very intimidating. What I don't like about the manual is they go through all the features and commands BEFORE they tell you how to set it up... that doesn't make sense because when you open the box the first thing you need to do is set up the system... It was asked at the April Legacy User's Group Meeting whether they would be releasing a 'quick start' guide and Lionel said they had no plans to issue such a guide. IMHO that is a mistake, since they have no plans to do this they should really reorganize the User Guide so it explains how to attach the various components... They should really have sections on 'Setting Up a conventional system', 'Legacy Only System', 'TMCC/Legacy System' and a system that operates all three.

The "Y" cable from your Legacy Base used to connect the old TMCC Command Base has serial end [marked COM] that connects to TPC cable for wiring to your TPC.  I have two TPC's running from my cable and they work great [got one as Track 1 and the other is Track 2].
