If the cap moves at all, the problem isn't likely to be the vibrator motor. Most likely it is the rubber washer. This washer has three little nubs on it IIRC. I can't recall if it is attached to the cap or the front of the motor, but I'm leaning toward the front of the motor.
The easiest fix is to replace it. I think the one I replaced (4 or 5 years ago) was less than a buck, but I had to pay to have it shipped. I placed a relatively large order to break up the shipping costs, well that and most of my stuff is junk and in various need of repair.
I've also heard that if you dust said washer with talc (baby powder), it might bring it back to life. Haven't tried this, so I can't say if it worked for me or not.
I wouldn't think you'd wan't the vibrator to be tight to the pole, as that would likely make the whole signal vibrate, which isn't very realistic at all :)
