180 watt powerhouse power supply use

I have been given a Lionel 180watt Powerhouse power supply, but know its application. I have a ZW 275 wat transfromer which meets my needs currently.

Can I only use it with a seperate controller? Does it output a constant voltage so I can supply accessories?
