Only the meter-gauge locomotive needs cog-wheels. The gauge-changing trucks don't need cog-wheels. The additional braking effort usually supplied by cog-wheels on the passenger equipment will be provided by magnetic-track-brakes added to the meter-gauge locomotive. This should be sufficient. If not, they can be added to the passenger equipment, raised out-of-the-way when not required, which includes all standard-gauge operation.
