Another example of Management's lack of getting revenue cars back in service. What will Amtrak cancel on 7/20?

Amtrak has never had sufficient equipment to start all their schedules On Time even when there are incidents affecting equipment or trains are running excessively late. 

Who would you propose to lobby to add the financing to acquire and maintain this additional equipment?

Take your pick!  Congress can't comprehend anything that is supposed to work, including itself.
