Why am I not surprised.
Some tough questions that will not be asked and if asked will not be answered..
1. What is the status of each type of rolling stock cars and locos.? How many of each type are operational and how many not operational ? What is the schedule of getting the non roadworthy ones fixed and assigned to trains ?
2. How many OBS persons is Amtrak short ? When will that be resolved ?
3. How many rolling stock maintenance persons is Amtrak short ? When will it be resolved ?
4. How many T&E is Amtrak short ? Same question ?
5. Why didn't Amtrack start hiring OCT 1, 2021 with new FY funds?

Most board members of a major business (Amtrak is a business albeit not finanancially successful) have risen to a top level position in their organization because among other behaviors they learned how to manage their time effectively. They don't have the time to ride a train from wherever to St. Louis.

Captative meetings to take the time to review the many operations, future plans, & other items. Maybe Gardner would then have his feet held to the fire. Oh wait. The board members are not really interested. Just looks good to have their membership on their resume.

You are correct. The News Wire article generated a lot of comments from regular contributors, who assumed that the board members would fly to St. Louis as opposed to taking a train. This may be what the OP was picking up on.
The board members live in different states, i.e., California, Illinois, New Jersey, etc. Getting them to one point, say Washington, D.C., so they could be together on a train to St. Louis would acerbate their time management problems.
If Amtrak’s board gatherings are anything like the ones that I attended on a regular basis as a subject matter expert (audit, controls, fraud), the members will have ample opportunities for informal meetings before and after the formal meetings to discuss a variety of issues. The informal get togethers, which usually consist of a social hour and dinner, are opportunities for the members to politic for issues to be decided in the current formal meeting as well as laying the groundwork for presentation at future meetings.
