IMO this report goes to the heart of Amtrak's inability to operate in an efficient manner. How much this has to be one cause of this year's meltdown is unknown. The OIG report mentions that it reported in 2018 that there were significant problems. It appears that these 2018 problems have been improved little or not at all.
This goes right to the top of management. Corrsica, BOD may have been in the dark but they should have know about these problems.. Garner, Anderson, and even Moorman all were in the CEO office. Then there were the ones under them. Time to have them answer to public.
