The high cost of High Speed Passenger Rail in Laos

I am confused as to why Laos even attempted this.    I would think they would attempt near high speed rail first instead of this giant leap frog.

It's China's way of controlling a neighbouring country through excessive debt.

A friend in the Lao Ministry of Technology said that the goal was to dramatically open this landlocked poor nation up to the international economy. The gamble is that the gains will far surpass the cost. The line will go all the way to Malaysia. 

China already has  had a very strong presence in Laos.

100 mph line. Debt equals 2/3 of GDP?  For a bridge line to Nowhere for now. Yikes. And China is tightening its own noose internally at the same time.
