Air Transport World published the number of departures ratings for the second week of April 2021 and 2019. These are world wide numbers.
2021 2019 2021 2019
Atlanta - ATL #1 v. #2 6408 8538
DFW #2 v. #3 5734 6399
Chi #3 v #1 4896 8722
DENVER #4 v. #5 4863 5621
Charlotte #5 v. #7 4801 5243
These do not reflect number of passengers but still CHI just ~75% of ATL is telling. CLT and ATL combined certainly calls for more Amtrak service. Here is link that lists 50 busiest in the world.

After further research found that checked bag service returning Jul 1. Still find it very convient that this announcement happenes just before the largest holiday time in 1-1/2 years. All Fed, State, local pols unable to annswer questions and complaints.
Past experience makes this poster think that maybe the handicapped pass / baggage elevator to the platform has failed and repairs expected to be complete by July 1. There would be another very unlikely solution but require a vehicle to run the bags to / from the station wrong way down the one way street to a service underpass and back up to the train side that does not have a platform. Bag car would need to be on rear southbound and front northbound. Now if handicapped passengers need that transportation a possible step platform could be provided. Still very difficult.
From another site and checking various dates baggage service to / from Atlanta is not available with the schedule change. Time to write Sec of Transportation and others.
CLT, BHM still shows baggage service.
