MTH will continue as a 'train hall' -- it's that it's not over many of the actual arrival and departure platforms. Had ARC been built as scheduled most of the 'new' tracks for traffic from Jersey would have been even further south.
The new changes would just get rid of the scuttling-like-a-rat situation. I can't read the linked article due to Kalmbach permission foul up, and on principle am not going to work around it... but I suspect this is more propaganda for Cuomo's great midtown incentive (see the discussion of PENN 15 replacing the Hotel Pennsylvania, over on the Classic Trains forum, for more on this). Perhaps it will work as intended to deflect media attention from that whole abuse situation for him...

I sure hope they go with the design that has maximum light, space and headroom. Right now it's like a tomb in there.
I hope the logistical challenges that the airier version presents can be dealt with in a satisfactory way, regarding railroad operations.
So, is the Moynihan Train Hall only for Long Island Railroad and some MTA?
Still in training.
