I suggest it is only a proposal. It has a funding sweetener in terms of "teaser rates" for the states. This seems to be a more comprehensive proposal in scale than what CMStPnP mentioned for other areas.

It's an Amtrak marketing effort independent of whatever political party is in power, they are doing that all over the country to say to various government authorities "look at what you could have". They have done it in Dallas, KC, Denver, etc.
