As the article says, they are dependent on CN for limited capacity that has no room for expansion. They would have to add track, and still be subject to the whims of CN. Instead they plan to develope alternate underutilized lines, plus their own Ottawa line. They would also like to electrify, which will never happen on CN.
Would seem far more cost-effective to improve the existing corridor.
