One very glaring stat in the report. First time riders on the NEC regionals is 21% and separate Acela riderships 32%. That was a surprise as thought most riders would be returns.Now that seems to be a very high number. How many are those people are returning ? Ad not returning ? Is it because of lack of capacity ?
I think this is Amtrak's plan on what to do with the railroad for the next 5 years.

Therefore, 79% of passengers on NEC Regionals are return riders; 68% of Acela's are. Last I looked that means "most riders."
