Special meals for specific dietary needs can be supplied by Amtrak with advance notice, but the Amtrak chef isn't allowed to use Amtrak facilities to prepare any food that comes from an unocumented, non-Amtrak source. If you need reasons, ask the lawyers.
There are lots of things that can be brought aboard and kept for your consumption without the need for cooking. Amtrak will not object to your bringing a cooler aboard if necessary.

Diabetics rarely require special "dietetic food" on a daily basis. Sensible eating of regular food is the key. However, alcohol is largely verboten.

Exactly. Amtrak personnel are only allowed to put Amtrak supplied food in their microwave. 'Exploding' food of unknown origin would create a severe cleaning issue for them.
The policy shown here permits you to bring your own food and beverages. I'd suggest bringing a small, soft sided cooler if necessary. Been there, done that.
