I know that Colorado and Kansas had funded renovation of the "Southwest Limited" route through their jurisdictions but New Mexico may have been unresolved. I thought Mr. Rose publicly stated he had enough commitments to maintain the track for 10 years and went ahead with the improvement schedule?
